English Councils Plan to Sell Off Community Hubs and Leisure Facilities to Manage Finances

Based on a recent poll of municipal councils, UK councils are preparing to sell social clubs, sports centres, and shopping arcades as they rely on a fire sale of assets to stabilize finances.

Growing Fiscal Pressures Prompt Asset Sales

A coalition of councils for second-tier cities in England reported that 60% of councils are planning to dispose of properties to cover the escalating costs of social services for vulnerable individuals.

Local governments have in the past come under fire for disposing of public land and open spaces to shore up their budgets, but they contend they must continue to generate essential revenue from asset sales or declare themselves bankrupt.

This coalition said that a high proportion of councils attempting to generate funds from a fire sale of holdings marked “a clear change from 2024, when the largest share (six in ten) of municipal officials said they would focus on restructuring services and using savings to weather growing fiscal pressures.”

Detailed Cases of Proposed Disposals

One local authority in Kent said its property management strategy included the sale of a retail complex in Rainham and a social club in Rochester to raise £20m over five years.

  • Gillingham golf club and commercial properties owned in two English counties, which all generate rent for the authority, will also be disposed of under the plan.

Council Tax Increases and Wider Fiscal Pressures

This research of local authorities in the coalition, which includes several urban centers, also found that more than 70% of councils will need to raise council taxes next April to address the growing cost of essential services, higher levels of housing insecurity, and a longstanding accommodation deficit.

The authority explained it will proceed with property disposals after steep rises in the cost of children services, special educational needs and disability (Send) provision, adult social care, and short-term housing.

“We are adopting creative strategies but certain measures take time to achieve both better provisions and cost efficiency,” said Vince Maple.

He continued: “There are demographic pressures which will persist to add to the strains we have. As a local government body, we had a drastic reduction in our revenue support grant from 2010-24, which is extremely difficult.”

Countrywide Trends and Forecasts

Research of regional authorities this week also found council budgets being stretched by the increasing figures of children and older individuals needing special educational assistance.

A network of councils projected that local shortfalls will reach £4.4bn a year by the end of the decade, as they struggle to cope with increased demand.

Government officials have put off scheduled changes to the special educational needs framework until the coming year after a policy document setting out those reforms has been postponed.

Deprivation and Financial Gaps

According to the latest indices of deprivation (IMD) covering UK local authorities, many key cities members were among the most disadvantaged in the country.

  • “Participating urban centers like several major towns rank in the top 30 nationally under the 2025 IMD measures,” said the report.

“Although only one key city is among the ten most deprived for deprived neighbourhoods countrywide, urban areas are much more prone to be in the most deprived fifth of England. The data highlights the extent of challenges confronting local leaders across major urban centers in the coming year,” the report added.

“Council officials have been clear about the need for a fair and sustainable funding system that accounts for and responds to the actual extent of disadvantage and need,” stated Michael Mordey.

“Without this, councils will continue to face difficult decisions around which vital provisions to allocate spend to, and which to reduce, to the detriment of their residents.”

A fifth of councils have cut or compromised social care provision in the past 12 months, the survey found.
